This article reveals that New York's public health officials weren't measuring COVID-19 infection at nursing homes and other long term care facilities in the state, which is to say they were blind to their plight (because they weren't even asking until 17 April 2020) and to the deadly crisis they had unleashed within them. Bureaucracy kills through negligence.
